Four very different situations all register as having live chat.
Staffed and monitored
A chat channel with people available during stated hours is the thing adoption figures are assumed to describe.
This is the smallest of the four categories in most sectors.
Automated only
An assistant with no human escalation is a functioning channel for some purposes and not for others.
Whether it counts as adoption depends on what the figure is being used to argue.
Present but unstaffed
A widget collecting messages nobody reads promptly is worse than no widget, since it sets an expectation and fails it.
These are counted as adoption and represent a negative for the customer.
Abandoned deployments
Widgets installed, tried and effectively left running without maintenance are common and are indistinguishable from active ones externally.
Any detection-based adoption figure includes these.
