The confidence score is how strongly the system matched a message to something it knows, expressed as a number between zero and one.
A match strength, not a truth claim
The score describes how well the message resembled the examples the system was trained on, which is a similarity measure rather than a verdict on correctness.
A message that closely resembles training examples for the wrong intent will score highly and be wrong.
Why it is not a percentage of correctness
A score of eight tenths does not mean the answer is correct eight times out of ten, which is the most common misunderstanding of this number.
It means the match was strong relative to the alternatives the system considered.
Where the number comes from
The system compares the incoming message against everything it knows and produces a score for each possibility, taking the highest.
This is why a message that could reasonably be two different requests produces two moderate scores rather than one high one.

Chatboq presents the threshold as a consequence-based setting with sensible defaults, rather than as a raw technical value.
